Ministry of Natural Resources and Environment work with National Committee for Propaganda and Education to strengthen public education on wildlife protection

(Tinmoitruong.vn) - Ministry of Natural Resources and Environment of Vietnam (MONRE) partnered with the Central Committee for Propaganda and Education (CCPE) of Vietnam’s Communist Party to hold the first roundtable meeting for relevant communist party agencies at central and local levels, decision makers, policy makers from different ministries, agencies, associations and organizations on the critical issues of wildlife conservation in Vietnam.


The meeting highlighted the current situation, challenges and solutions for wildlife conservation with a particular focus on illegal and unsustainable wildlife consumption. Despite efforts to control the trade and protect wildlife, increasing and unsustainable levels of illegal consumption have led to the alarming decline of wild populations of many mammal, bird, and reptile species, and now pose a major threat to the survival of many endangered species in Vietnam.

 

These issues were presented and discussed during the meeting, with the aim of securing the support and active participation and collaboration of ministries, agencies, associations and organizations at all levels for actions and solutions to reduce consumer demand for wildlife products. The key outcome of the meeting was a Correspondence that will be issued by CCPE containing Guidelines for all Communist Party levels to communicate and raise public awareness of the role and importance of wildlife, wildlife protection laws and regulations, and the impact of illegal consumption and trade on the whole of society.

 

The correspondence will instruct all local Communist Party offices to develop short-term and long-term communication plans to address the issue, and include suggested communication activities and messages, and specific responsibilities for reporting on the results. The correspondence will be issued with an education pack containing awareness materials to support the communication activities, as contributed by a range of government and relevant partners.

 

“Raising awareness is a critical aspect of reducing demand for wildlife products, and CCPE is an important partner in implementing this,” said A/Prof, Dr. Bui CachTuyen, Vice-Minister for the Ministry of Natural Resources and Environment (MONRE). “Illegal wildlife consumption has negative consequences for the whole of society and sustainable development of our economy, and we hope that as a result of this meeting, many different sectors will now have a better understanding of these impacts and will join efforts to reduce wildlife consumption.”


The roundtable meeting was the first initiative under a new Memorandum of Understanding (MOU) signed between MONRE and CCPE on October 29, 2013. The three-year cooperation agreement aims to increase the quality and effectiveness of political will, awareness and actions of the Communist Party and the public towards the environment and natural resources.


“We recognize the urgency of widespread education on this issue, and are very happy that the first cooperative action between MONRE and CCPE has occurred so promptly after signing the MOU,” said Mr Bui The Duc, Deputy Chairman of CCPE. “The upcoming communication activities at the local level will not only support the government’s demand reduction objectives for wildlife consumption, but also the implementation of Resolution 24 in the 7th Session of the 11th National Assembly of Communist Party in on actively responding to climate change and strengthening natural resource and environment protection, which emphasizes the need to “strictly protect valuable wild animals and plants, cropping seeds, herbal plants and domestic animals that are rare, precious and at risk of extinction.” This also helps to achieve the objective of reducing illegal trade and consumption of wildlife and wild plants stated in the National Strategy for Biodiversity issued together with the Decision 1250/QD-TTg dated on July 31, 2013 by the Prime Minister.

 

The correspondence will be issued to all local Communist Party offices before the Tet New Year holiday period, and will require communication activities to be conducted regularly on an ongoing basis.
