This project is a part of the International Climate Initiative (IKI). The German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) supports this initiative on the basis of a decision adopted by the German Bundestag.

The overall objective of the project is to strengthen state management in response to climate change in the coordination and consultation to develop and implement the NAMAs and the measurement, reporting and verification (MRV) in Viet Nam and attracting financing domestic and international, as well as from private sources.

Aiming to achive its objective, the project focuses on four components, including (i) improving the institutional capacity in MONRE for effective coordination and consultation for the identification, development and implementation NAMAs; (ii) identification, development and joint implementation of concrete NAMAs; (iii) establishment of a National MRV System for NAMAs; and (iv) improving negotiation capacity of Vietnam's delegation at the international climate change negotiations.

The project is expected to contribute directly to climate protection, more efficient resource utilisation and technological progress, thus strengthening Viet Nam’s competitiveness. The project’s outcomes will primarily benefit climate change actors, state agencies, sectors and locals involved in NAMAs. The project will also help realise the government’s GHG emission reduction targets under the National Green Growth Strategy.

The best practices and lessons learnt from this project are expected to benefit other local NAMAs projects and other countries through regional and global dialogues and peer-to-peer learning management systems.

This project is implemented by GIZ and the Viet Nam Institute of Meteorology, Hydrology and Environment  (IMHEN) under MONRE. It will run from 2014-2018 with a budget of up to EUR 4 million.
