According to Toan, marine operations, oil spill due to tanker collision and leakage is one of the biggest threats. In addition, the style of marine resources exploitation, industrial waste urbanization, the infiltration of alien species and the impacts of climate change are making ecosystems, species and genetic resources in the oceans severely reduced.

"In addition to the challenge of declining marine biodiversity resources, Vietnam now also exists challenges and shortcoming in the management mechanism. We lack a focal agency which is in charge of managing biodiversity, however, there are many agencies involved in state management of biodiversity." Dr. Toan says.

To overcome this limitation, Deputy General Director of Vietnam Environment Administration Nguyen The Dong stated that the ministries and agencies which are relevant in biodiversity management and protection should develop legal  to decentralize and identify boundaries more clearly.
