Ms. Luong Thi Truong, member of the Central Committee of the Vietnam Fatherland Front, said that this forum had important implications when the Party, State and Vietnam Fatherland Front Committee wanted to strengthen and promote the role of supervision and social criticism of Provincial Fatherland Front Committees and other advisory and social criticism bodies. This is an opportunity for parties to commit mutually to minimize negative impacts on the environment and limit to the minimum of impacts on the communities living in the area of hydropower projects.

According to the report in the forum, Ms. Lam Thi Thu Suu, Head of Management Board of Vietnam River Network and Director of Center for Social Research and Development (CSRD), said that Central and Central Highland had considerable potential for development of small and medium hydropower due to highly significant difference in the flow rate of flood season. Although it contributes to increase energy for the nation and region, the projects are also highly controversial. Especially, during the last 5 years, there are more and more negative consequences on the environment and society, which affect considerably on communities living in Central and Central Highland.

Representatives of political and social organizations representing the interests of people, investors, and environmental management agencies said that the development process must ensure the balance of interests between parties, particularly which related to the environment and people's livelihoods.
